Unanimously the characters of naruto all respect Itachi's power and even after his death he's praised. Hashirama, Sarutobi, Orochimaru, Obito, Naruto, Sasuke and Killerbee all top tier shinobi's and all have said Itachi is more or greater then them at being a Shinobi. It's not his raw power its the quality of his power and his intelligence. Minato put faith in Naruto to save the world. Itachi had an exact plan.
