Amaterasu is a visual jutsu so the better your vision the better the jutsu right red eye naruto speed was on even levels with lee no weights yet sasuke been obtained that speed yet wasit able to keep up with naruto untill he used 3 tomoe

sasuke speed didnt increase he could see better so what im saying is if sasuke has amaterasu with 2 tomoe naruto could dodge it but with 3 tomoe he couldnt reasons why itachi amaterasu was so slow and off

Unless the reason Sasuke couldn't keep track with the Raikage was because his vision was being affected to the point of inaccuracy, then no. Ay is fast enough to avoid being locked on to with a person's eyes.

I want to say that Lee was faster than 1 Tail Naruto, but that's my opinion.

Anyhow, the flame seems to almost instantaneously appears once it has been formed....the problems that occurs are eyes not being able to maintain actual contact directly on the body.

While the Sharingan is capable of tracking a Target or predicting a move, it doesn't neccisarily mean h csn visually keep up.
It would be like knowing what needs to be done, but lacking the physical movement to do it.

We know tracking is increased from 2-tomoe to 3-tomoe, but we have no proof that it increases from 3-tomoe to MS; however, one can assume it does.
The problem is with the MS to EMS. The only difference is that the eye techniques no longer drain as much chakra and that they no longer cause blindness.

It would seem the eye is simply an increase in stability and practicality as opposed to enhancing strength.

If it does not enhance any ability: then no he could not hit targets he missed in MS. If it does...then it is always plausible that he can at least hit V1 Raikage (Raikage never went V2 against him).
