Why wasn't Naruto adopted?

We all knew that Kushina and Mikato (Saskues mom) was very good friend's,
and that Mikato knew that Kushina was pregnant.
So why didn't she adopt Naruto when kushina and Minato died?
I know Naruto was a jinchurikin but come on he was just a baby at that moment.
