Why did Tobi declare war instead of just attacking?

It would still be the same, theres a lot of spies on each villages so im preety sure theyll know that tobi atacked them which they would still have the aaliance... And the maning of declaring war is to kill them in one place in one time also tobi was confident that they would won...

Lets be honest; Obito could easily use his jutsu & speed to behead every single person on the battlefield one at a time.
He isn't doing that or trying though. It seems Obito traded his charisma for power. He also got rid of his intelligence.
He could still kill the people standing in his way, but it would be kinda hard especially since they are a team working against him. If Obito attacked while the tree was draining chakra he could have killed more people.

Obito kills if he needs to because they will still be "alive" in the dream world.

Obito will not go out of his way to kill fodder while as the juubi jinchurriki when the god tree is already doing that for him.

Who is he going to cast in the infinite tsukuyomi if he kills everyone ?

Comes from an arrogant clan so it makes sense. He had 7 tailed beasts sealed away and Zetsu clones. He was feeling himself. Bee was the biggest problem and he'd sent Kisame to deal with him when he declared war. So that would have left Naruto. Naruto hadn't learned to control the 9 tails so he wasn't a real threat, especially since Obito kept up with Naruto after he mastered the 9 tails.

Agreed it would work but Pain had literally just done that and it ended in failure, plus he wanted to draw them out to him rather than the Akatsuki coming to the villages because it clearly wasn't working (Deidara, Pain etc.)

Declaring war made it more difficult to get the Jinchuurikis if anything. Every village already knew about Akatsuki's plans to capture the Jinchuurikis.

The Edo'd Hokage are already dead but he can still kill them and they are the main ones stopping him so far.
They have a crucial part in the success of the Alliance since their arrival. Why not try to kill Edo Minato and Tobirama.
Also Hiruzen , the one who saved Naruto from dying from the Tree; he could've at least tried to kill them.
