Naruto loses his arm while Sasuke remains unharmed because izanagi rewrites his injury as a dream. Now Naruto is weak and can't move and Sasuke finishes him off with a kunai.

Izanagi requires full chakra to use otherwise won’t work and Sasuke was running on fumes.

Izanagi would take way too much chakra. You can't use Danzo as a point of reference. His Izanagi wasn't complete. His only lasted one minute. An Enton Chidori would take less chakra than Izanagi.

Sasuke used everything he had left to form that Enton Chidori. If he puts chakra into Izanagi to avoid damage, then the Enton Chidori becomes proportionately weaker. Naruto's attack, which had stalemated the Enton Chidori previously, will now overpower a weaker technique. Sasuke would respawn against Naruto with a blind right eye, and a left eye that he can't keep open due to lack of chakra.

Assuming he used Izanagi instead of Enton Chidori there, Naruto wouldn't go for the kill with Rasengan and he wouldn't end up worned. It still doesn't changing anything. Izanagi doesn't heal you, it resets you to the point where you activated with the cost of your eye and good amount of chakra.
