From what we've seen of every Shinobi on the poll (fights and abilities): Madara or Itachi takes my vote.
From what we've heard about the characters and hype (I believe that's what you call it.. right?) : Hiruzen in his prime wins my vote.

Having Yata mirror that can deflect almost Any attack
having a Sword that can seal Anything it pierces
Having a Genjutsu that can 1shot someone in 1second and is unbreakable
Having izanami that can affect a user regardless of their 5 senses.

These are just as overpowered as Nagato's/Hashirama/Madara/Tobi's Jutsu's

I was never denying that Itachi wasn't overpowered. I simply stated that he's not as OP as the rest. If you read my post you'd notice I said he doesn't need OP Jutsu. Sure he has the Yata Mirror, and sure he has OP Genjutsu but my point is that he doesn't need the OP stuff that some other characters possess to be the character that he is now. Heck, if he had the Rinnegan I'd dislike him because it wouldn't match his style. Also, you stated that his Jutsu is as OP as the rest. Since when did his Susano'o ever exist in the same league that Madara's existed in?

You guys are kinda of missing the question. It says who is the best shinobi not the best character or the strongest but who is the best at doing what they are told to do and getting the job done quietly.

In that regard I think the best over all shinobi would be Tobi. Think about it until the near end of Shippuden it seems Tobi has worked behind the scenes manipulating the courses of the characters we watched lives, all in a hopes to achieve his end goal and STILL no one knows who he is, by definition Tobi is the best overall shinobi.

Now as far as who has the most jutsu's determining the best shinobi that without question would be Orochimaru. It's been stated that he dedicated his life to learning as many jutsu's as he could and with all the experimentation he was doing I'm sure he was able to acquire some clan only jutsus as well.

So my vote goes for Orochimaru from this list.

Actually its you who are the fail, you dont seem to grasp what the thread is about. By hype hashirama should be in the poll and thats about it. Not sure why jiraiya, oro and onoki are there though

then Where is Naruto & Nagato ?????

I can bet Both of them almost beat 90% of the other Shinobi that are included in this poll.

Btw if the poll is not about hype then why add Hiruzen ?????

Agreed. The only thing I would argue is that Itachi has five 5s in the databook for each respective area of skills, and Jiraiya mainly has 4.5s.
