I guess she could win by masking a bunch of explosive tags on her weapons so when he magnetizes them he explodes and she seals him.

Ten-Ten wins with the Rikudo's weapon, and loses without it.

But even, tho...
Toroi's control of magnetized weapons weakens with the amount that he is dealing with, and Tentten throws a crapload of them.

I actually think TenTen can win this one via explosive tags on her weapons. Assuming that she has intel, the real problem is Toroi's Shurikens will magnetized towards her if she gets hit. That feat was only shown against two regular shinobis and TenTen will likely dodge it unlike them.

Without intel she almost certainly loses. Intel is precious against Toroi to know what do when fighting against him.
With intel she has a shot at winning now that she owns the Sage Tools, but i'm still giving this to Toroi considering his superior portrayal.
