I'd have to say Jiraya. I think people greatly underestimate him.
His techs are too large scale and his overall tact can outdo Bee's unorthodox fighting style.
Summons play a big role here as well because Bee doesn't have a technique to quickly deal with them

It can go either way. It'll be high difficulty for either one but its all going to depend on whether or not Bees cloak will give from Jiraiyas offensive abilities or who outlasts the other.

-Most of Jiraiya's offensive moves can't even get past the V2 Cloak. Only thing that'd probably sting a bit might be Chou Oodama Rasengan, but B can evade or outright truck through it using his Lariat.

Jiraiya either gets outlasted, or he gets caught by B (Who has far far superior speed) and gets a large portion of his body turned to mush by Lariat.

-Agreed but Bee has to revert to base or V1 to use his swords and we've never seen him use raiton outside kenjutsu.

-COR deals moderate damage so 2-3 of them would put him down. Chou Oodama Rasengan is a stronger attack than lariat so he can't rip through it that way. Bee can't evade if Jiraiya paralyzes him first with Frog Call or uses Yomi Numa to provide an opening. Food Cart Destroyer can be used to smash Bee into the ground and immobilize him then Jiraiya un-summons the toad and nails him with COR.

-Jiraiya can't physically evade Bee's attacks but he can react to them like Samehada did and counter with a COR which blasts away Bee.
