The lightning in the user's palm sounds like birds chirping, hence the name.
Note: Someone who mastered lightning release can perform chidori with just the Ox hand seal.

Perform the required hand seals, and then focus and concentrate a large amount of chakra into either of your palms. Condense the chakra so much that it will begin to turn into actual lightning via nature manipulation. When done correctly, the lightning should give off a chirping sound. Thrust it into my clone's chest next to me, using a lot of speed and power.

*i put my hands together and make the hand seals accordingly .. Ox → Rabbit → Monkey → Dragon → Rat → Bird → Ox → Snake → Dog → Tiger → Monkey, as i make the hand seals, i focus a huge ammount of chakra into my right palm while holding my right arm with my left. keeps condensing the chakra to the point where it begins to turn into real lightning using nature manipulation. keeps concentrating on it till the kightning gives off a chirping sound. as i finish forming the jutsu, i start running towards your clone with the maximum speed i could get while keep roaring. thrust my right arm into your clone's chest and make it disappear.*

Adv: the user can use his maximum speed while attacking with the jutsu. very strong for cutting through any surface.

Dis: till mastering the lightning release the user has to perform a hole lot of hand seals. it's a short range jutsu, so the user must get very close before he can hit the enemy with it.

lower than mad and a bit higher than short i suppose since the vortex+lightning's reach is mid.

Run up to my clone, landing a series of punches on his upper body and facial area. The last hit should propel him up, into the air.
