Sasuke other Rinnegan eye

Yeah im been thinking why he is half powered Rinnegan and never use as good as Nagato or Madara control over two Rinnegan. One eye rinnegan is weak af by Naruto, sasuke and Gai. Why Sasuke rinnegan is wired? why only one? Did kishi plan this all over for him just get the half of the power not full rinnegan? his MS isnt impresive enough his power because it aint Kamui or shisui jutsu. how about full rinnegan both eye sasuke?

I think 2 rinnegan wouldn't matter in power for him. He probably only got 1 rinnegan since it is more powerful than 2 normal rinnegan and he still can have his sharingan active. On the other hand it can also have 2 other reasons. Look it might look cooler having 2 different eyes and the other one is plot. Maybe if he would have had 2 6 tomoe rinnegan that he would have been too OP like he already is haha
