well I doubt that Neji and Hiashi are the only one who can perform Rotation. I bet that there are more, however I agree the ones who lack Rotation would be roasted , and I don't know about TL users, maybe they can absorb it or destroy it (since Jyuken able to destroy any chakra based substance), no ?

and @bold, they would perform Rotation only when Madara start to attack, they would not perform it before that so I didn't get your point there

TLF drains chakra network does not mean it will start draining katon;raiton;doton;fuuton or suiton.even if it does it cannot drain something that large

Madara can continiously keep spewing katon they cannot keep rotating for that much time
