No. Because the curse of hatred is not genetic. Why isn't genetic? Because no one group is set up at birth to be more evil than any other group. Sakura will play a role in Sasuke's redemption along with Naruto, but it will be convincing Sasuke via arguments, not by medical jutsu.
Also, hatred comes from having survived genocide, not his eyes.

What if she could use her medical ninjutsu to sever or negate the chakra pathway sending the hormones of the Sharingan into the eyes and brain. Then he won't have anymore hatred.

Sharingan is just a reflection of their hate, not the source. Even if she got rid of it, which wouldn't happen, he would still have hatred.
