3rd Raikage Dodges Jinton with easy , he can outlast Onoki, even if onoki can fly, the black Raiton can still hit him [ Raiton > Doton ]

3rd Raikage. He's almost a bad match up and too overwhelming for Onoki.

Raikage isn't fast enough to continually avoid jinton. The only conceivable way that the Raikage can hurt Onoki and disrupt jinton is if you give the former Darui's black panther. Sandaime has black lightning but for all we know Darui could have just applied shape manipulation onto the black lightning to develop his technique after the Sandaime died.

I'll give the win to the Raikage if we give him black panther, because it's hard to say what else could be done with black lightning. Otherwise Onoki wins.
