its not a new outfit. its just a chakra robe or you could say its like bijuu mode. and he can turn it off.

Is this movie cannon? If it is will this be events that happen after the manga is finished?

If could very well be, Kishi's had a few different roles in this movie. He was the character designer, one of the original story writers of it, and also the supervisor of the story as well. We'll have to wait and see but it's supposed to be connected to the original story and possibly after the events in the manga. Since Naruto is a bit older, there could be a time skip that this movie will represent but only time will tell.
