Kakashi/Minato/Naruto (yes, Naruto; he outsmarts almost everyone he fights so deal with it) - Best battle tacticians
Shikamaru - Best strategist
Orochimaru - Most knowledgeable on jutsu

etc.. considering Mei's intelligence feats are... what exactly? And Tsunade established a medical system throughout the ninja world, I'll stick with her.

• Wanted to use FTG to get Mei to the battlefield

Perfectly played her role to deceive Fuu Yamanaka when he took over Ao.
Proficient in telling apart different types of mind-affecting and body controlling jutsu.

Yes, but there are many things it can attributed to, as I've mentioned before.

If my field was medicine, and I applied my knowledge of medicine to create a medical system that makes me the best medical ninja in the world.

If I were an expert battle strategist who could think 200 steps ahead like Shikamaru that makes me the best strategist in the world.

How can we compare two different types on skills here? They're both better than each other in their fields.

Speed Tsunade is trained in taijutsu, Mei in ninjutsu so she should be faster
Stamina Not debatable, Tsunade.
Ninjutsu Equally skilled. Mei excels in offensive ninjutsu, Tsunade in defensive/ healing ninjutsu

Versatility Mei is one of the most versatile characters of this manga, too bad we haven't seen more techniques from her
Jutsu execution speed Mei, but nearly all of Tsunade's techniques can be done without handseals

Katsuyu vs Water Dragon Katsuyu... How is this even debatable?
Who would win in a 1v1? Not sure... there are a lot of factors that can determine the outcome. ( intel, location and starting distance for example )
