Rated high enough, the Union Agency is fourth in the rating of Californian hero agencies. This league annually collaborates with Horizon University via providing internships to all students that have acquired their provisional license. Dedicated with raising students to become the future fighters for justice, this agency disregards fieldwork until it is necessary, the leader known as The Charmer prioritizes the growth of his members so they can perform their heroic with maximum efficiency. This agency maintains nationwide fame because their leader is the Number 8 Hero in America.​



Free-Roam Rubric
→ Only [ Blackmayne ] | [ Akira Kurusu ] and [ Nejire Hado ] has Permission to enter the Union Agency Base. Anyone permitted will be added to list, which will be made directly below. The Charmer has offered several students the opportunity for Internship. Only Students that Lack the Arrogant, Lunatic, Nonchalant, and Adamant Personas were invited.

→ This Free-Roam is considered a League Thread, which means you cannot be rewarded anything because the purpose is for you to join the league ( if your character has not already ) and then build the relationship with its members. You can use this thread as substitute to Free-Write Threads dedicated to Rewarding Attribute Points.

→ Proper Participation refers to Characters maintaining attendance, which requires a mandatory minimum of One [1] Post Per Character and Per Week. Posting in this thread requires a Post of 300 Words Minimum. When this thread is used as substitute to attribute point rewarding threads, Role-Players cannot post more than three times per weekly attempt, however must post at least twice per weekly attempt.

→ Forced Entry can occur from other Characters and/or NPCs during Free-Writes Only after they have properly RPed gaining knowledge of this place's existence. During the opportunity to conduct Free-Writes, anywhere in the world, the enemy Character can break into or attack the league. To prevent any significant destruction or thievery, the members have the opportunity to engage in a Plot Battle or Real Battle. The Opposing Role-Player makes the challenge, forcing the Role-Player in ownership to accept.

→ You are free to do whatever you please, however remember your actions have consequences whether they are deemed positive or negative.
→ Cannot Power-Play, Meta-Game, or God-Mod Any NPC. There are no NPCs present when opened unless perks allow for it.​

Mission Board ( Can Choose One [1] Parent Mission Per Week )
Patrol the Streets of Santa Catalina Island ( Repeatable | Twice Per Week ): Newcomers, which are characters that are considered provisional heroes, are instructed to patrol the streets. Do a common beat and make sure no crimes are left unengaged. In fact, make sure you stop the small scale crime ( they never are major in scale ) and you will gain necessary experience. Create a Thread within the Santa Catalina Island District ( Must be 500 Words Minimum - 1,000 Words Maximum ) Successful Completion Rewards +200 Morale Points.

Defeat the Villain ( Repeatable | Once Per Week ): As a patron for justice, your responsibility is to secure the communities under your watch is protected. Sometimes that involves you having to confront villains of various tyranny. As a provisional hero you are to engage the villain(s) and defeat them. For the Union Agency, defeating the villain(s) via their Stamina Pool Reaching Zero will double the rewards given to the Role-Player. ( Successful Completion Rewards +200 Morale Points and 3 Trait Points. )

Steps to Complete:
1. Must Attempt the "Patrol the Streets of Santa..." Prompt.
2. Villain Responds via the "Assault the Streets of Any District" Prompt Choosing Santa
3. Conduct a Real Battle in the Battleground Section.​

Investigate the Villain Cell ( Repeatable | Once Per Two Weeks ): Patrolling the streets can lead to maintaining peace within the district, but sometimes villains are wiser than the petty criminal. They are not only able organize but mobilize once their preparation has raised their chances of success. As license heroes, it is your obligation to put an end to their uprising. Create a Thread within the Santa Catalina Island District ( Must be 1,500 Words Minimum - 3,000 Words Maximum ) Successful Completion Rewards +500 Morale Points.

Steps to Complete:
1. Create Three Separate Post
2. One Dedicated to the Introduction | Investigation of the Local Villain Gang
3. One Dedicated to the Confrontation of the Local Villain Gang
4. One Dedicated to Permanently or Temporarily Stopping the Villain Gang.​

→ The Owner Sets the Time with Each Post. Unless Invaded, then the Invading Character Set It.​

Take your time, that mantra stuck with Akira as he strolled through the island, taking in the sights sounds and smells. Compared to his native home of Japan this place was spacious and pleasant, even though there were large crowds of tourists. The beaches attracted many people enjoying their time off, but the area was also very popular among the hero community, as it housed one of the largest and most popular agencies, the Union.

Akira had found himself invited to join the Union after his first semester in America, his high grades and studious nature had paid off for sure, he had been incredibly studious for the purpose of working towards clearing his probation early, he had been ordered to keep a journal of all his activities for probation also. Akira was relatively surprised he'd received an offer given his status as a parolee, it seemed America was a more forgiving country than his homeland of Japan, where a criminal record could literally ruin your whole life.

Making his way towards the agency, Akira stopped momentarily at an ice cream stand, greeting the vendor with a cheerful grin, his glasses, which were purely cosmetic gave him the appearance of a more intellectual teen, a cunning ploy on his part to convince people he wasn't a delinquent, the stigma associated with being a criminal was still heavy after all, even if the charges were fabricated. The vendor returned his smile and asked what Akira would like, normally he'd pick vanilla, plain and simple, but today in this new environment he decided on pistachio, the salt would help him staying hydrate in these blistering temperatures.

The ice cream was soft, well made and even had real pistachio instead of just artificial flavouring, this was a welcome surprise as Akira made his way towards the Union agency, walking up the maintained staircase to the agency doors, Akira walked inside, his future awaits.

Nejire had received word that she was offered a position at the Union Agency, which was an extremely great honour, considering that one of the Top 10 hero's was the leader, The Charmer. Unsure of what to expect, only having seen the hero in action on tv, Nejire was a bit nervous, butterflies filling up her stomach. While Nejire had confidence with her abilities and with the training that Horizon had given her, there was still something nerve wracking about actually stepping outside and putting oneself out there and on the line when it came to going into the unknown. Sure, lots of heroes had gone through this before, even The Charmer himself, but Nejire still felt a little uneasy. She looked up and down the street but couldn't see any other classmates or other students that were walking this way, Santa Catalina Island being a beautiful place to see.

With a deep breath and a fist pump, she calmed herself and put on her brightest smile and passed through the doors.

It didnt take long before Blackmayne's heroics begin to be talked about everywhere. People were spreading more rumors around about his actions than a TMZ celebrity reporting, anxious to know his next move but Blackmayne told no one. Not even Sparrow since last time, he put the information on Instagram and the base became too popular as a night club for Blackmayne to continue secretly operating from it, turning it into just a club that could bring more money in.

It was no surprise that amongst those reaching out to inquire about the Quirk-less hero was the Union agency itself. They prized themselves on having heroes who showed promise and potential, helping them reach their true goals. Blackmayne took his time accepting the award. They were the one of the two agencies to extend an invitation to a Quirk-less hero, but he questioned how genuine it was. As a minority in society, he was used to gestures to reach a "quota" and was sure this was just yet another attempt at that.

"See, that's that bullshit I be talking about", Blackmayne mumbled, swinging towards the building below him with his grappling hook. If this was the case, Blackmayne decided to use this opportunity as a chance to learn more about the agency and its plans and motives. There was no better way to learn than by becoming a secret agent, infiltrating from the inside. If he was wrong, well it wouldn't hurt to join and see what actually could benefit him in the long run. It also allowed him a daycare to drop Sparrow's bad ass at when things get too tough for him to be in battle with. No, Blackmayne would accept their invitation and would join their ranks, but to gather more Intel and potential allies in the fight against prejudice, intersectional racism and villainy. Who knows, maybe B.R.O. could come into fruition soon. Walking forth, Blackmayne entered the agency with his usual suspicion and paranoia increased: he was walking into the lion's den.

Riot looked over at the young man who had asked about the name of the agency. It was a comical query, Riot was unsure if it was genuine or not. Nonetheless, it could serve as a bridge into explaining the mantra that governed this agency.

“No, Union is named because our leader believes the in true unity between everyone and strives to create a world where everyone can be happy. This includes a world where villains are reformed, not simply punished.”

Nailed it, was the expression that Riot thought to himself. He practiced delivering that mantra in the mirror in several different occasions, and the fruit of his labor was paying off. As expected however, with one answer polished off – then came another question. Strange enough, in was accompanied by diction he was not accustomed to? It forced the instructor to listen intensely, but to no success he was somewhat dumbfounded.

“Nice to meet you too!” As for where you should patrol, it as far as the eye can see! AND THEN! Even further still!”

Riot responded to the important bit in that man’s questions. The rest were things that would easily be learned throughout the time of the internship and well, the internet.

“Well, you can find out the answers to lots of those questions on the internet, we have free Wi-Fi on the island so feel free to ask the staff to give you the password. The agency’s intranet contains articles on many different topics regarding heroics. I encourage you all to take advantage of that!”

As they walked through the island, Riot continued to talk to the interns he was leading along, while showing them various landmarks. Although off the script, he even made sure to stop at a café that he personally enjoyed. The side-kick was eager to ramble on about their location. Once they reached the beach, which was the last segment of the tour, Riot had stopped the train and began to speak once more.

“We emphasize that complete master over your body and mind is key to becoming the best version of yourself. Only when you one has reached a grip of mastery over their abilities and desires, does our leader believe we change the world. If you came to this agency expecting glory, this isn’t the place. As interns, you are here to grow. You guys are the future.”

The agency had been impressed with Nejires initiative to stop the petty theft earlier in the week, and a round of applause was given at the weekly update meeting. She was feeling a little pleased with herself, happy that she could help the citizen as well as help the agency let the public know that it was protected. As the meeting rounded up, one of the secretaries had approached Nejire and asked her to step aside to have a conversation. A flash of worry came over herself as she wondered why she had been singled out from the crowd. Why was there a need for a private conversation?

Trying to keep a calm happy face, Nejire wandered over to a spare office with the young woman.

Firstly let me say congratulations on your first week here! Youve done an amazing job fitting in as well as stopping that petty crime in your first week as well! Youre well on your way to being an excellent hero Nejire!

A wave of relief washed over Nejire as she listened and relaxed a little blushing slightly at the praise. She was still curious but at least knew that she wasnt going into a reprimand or a serious talk.

Aha well you know, I was just trying to do whats right and protect the people. I guess my body reacted before I thought it through!

We here at the agency love our up and coming rising heroes to take the initiative and to act out where they see injustice in our society. Whether thats speaking up against someone or stopping a major villain in the streets.

Nejire was taken aback slightly, embarrased and flushed that they had taken to her so much. With a wave of her hand over her face dismissing her embarrassment, she let out a laugh and smiled.

Yeah! That would be amazing! Ill gladly do it.

Nejire replied, beaming.

Ok! Beofre I set it up, I just need your hero name, to organize with our media officer. Have you got one?

She thought about it for a moment, knowing this could directly affect her future. She had picked one out in highschool and kept it through University now, and thought its going to be her future.

With a confident smile, Nejire said to the lady,

Flashback...

"As much as I hate to put you behind enemy lines," Zurui said, "Getting information regarding how and how well the so-called heroes react to any given situation is key. Frankly, you're fairly well-suited to dealing with most criminals, but this will be a good way for you to get some real experience with fighting. Just remember that you're not there to make friends - you're there to find out weaknesses and strengths, in case we need to take a fight to them," he turned away from her, looking out over the cityscape from their position on top of a low-rise sky-scraper, the orange sunset making his silhouette stand out, "Honestly, I don't like the idea of bringing war to the front step of anyone. However, they believe they have the right to tell someone that they're not free to express themselves, to use their gifts and quirks freely. They think it's wrong for someone to proudly fly with the wings they were born with, and that's something I cannot fathom or accept. So tomorrow, set out for one of the hero agencies. I've had things set up ahead of time, so it's really just up to you to choose which one you're more interested in. Though, I'd steer clear of Valhalla, if I were you..."

Kagami looked up from her phone, having followed the blue arrow that traced her directions on the map. This was a very different place from Japan, given that no one had tried to stop her or pull her into a quiet alleyway, away from public view. Despite Zurui's warnings and worries, Kagami felt that America wasn't all that bad of a place. Sure, there were seedier areas, even within the city limits, but Ikebukuro was far more dangerous to wander around even during the daytime.

Perhaps Dorobō-sama was just unlucky, getting into fights with people? Kagami wondered to herself, gazing up and down the bustling street. Shrugging to herself, Kagami stepped forward once again, making her way up to the steps that lead to the great building that housed the Union.

She had some experience with fighting, and she didn't exactly disagree with heroism as a concept in itself, so the mission she'd been put to by Zurui wasn't upsetting by any means, but she was still nervous as the large doors grew in size with every step. The world of caped tyrants lay just beyond those doors.
