CM2 Sakon/Ukon were able to physically dodge it. They only got nailed when they slipt on Kibas saliva. So that leads me to believe that it isn't fast enough to hit CM2 Sasuke, which is why I think he would ultimately win. He would need to keep his CM2 up though, because then he wouldn't be able to withstand the shockwaves slicing his skin even if he dodges.

I agree that Sotoro places Kiba above pretty much all of K11 during part 1. It's easily the most lethal attack, assuming it lands. But Choji was portrayed to be the strongest lowkey [

]. It just took him until the war-arc (when he unlocked BM without the pills) to get over his low self-esteem and realize his strength. He's such a dope character imo.

@about saakon and ukon dodging it. Sure, they dodged it, but, it's a so fast attack that when they distracted only for a second, they got smashed. Kiba literally chased them down without break until they fell into it. It's fast and it doesn't stop chasing you. That's what's special about that attack
