No man, KA is the ultimate Genjutsu, Itachi is the best Genjutsu user, if Itachi was "Masked Man" instead Obito he could also learn Infinite Tsukuyomi so its not that special.

Obito overall x5 stronger than Itachi but Itachi got better Genjutsu.
