is shisui considered as top 10?

As much as I love Shisui, no he is not Top 10. Here's a list of 10+ ninjas who beat him just for confirmation

He got his ass beat by Danzo and he has susano. Lol

He had an amazing Genjutsu ability, possesed the Mangekyo Sharengan and could use the Susano'o (probably had dozens of other jutsu's) but those are enough to be top 10 material, with his Genjutsu he can atleast oneshot Kabuto.

For those that say that Danzo slapped him with one arm, that episode is not proven to be canon though Danzo did a sneaky move and also needed help of his Root members.

Everyone with 2 Mangekyou Sharengan eyes has Susano'o, it's stated in the manga and Kishimoto designed the Susano'o in the game himself...

no every who had both eyes happened to have susanno, its not guaranteed. And that was "exclusive to the game" as they worded it not for shuisui himself it was just to add to his moveset

GG orochimaru.

Its very capable and worthy of top 10, but as we saw no fights from him he is hugely dismissed.

KA does require eye contact and can only be used once a decade by Shisui. He got by far the worst MS power, even if it is the most potent. A friend can even break you out of that genjutsu.

He's not top ten and KA isn't a one-shot, considering that it didn't help him at all and nothing in his arsenal could stop Danzo from taking his eye.
