He never went toe by toe against Minato. Obito planned everything very well. And even with all that it took Minato minutes to finish all his plans.

If it was anyone else then he might have win.

2. Minato is not even top 10 in hand to hand combat. His kumite skills are ass. He just teleport slash which requires no skills to swing your arms back and forth.
