Why!? JJ hagromo 's power is theoretically circulated around drastically boosted rinnegan abilities, 3Rin madara has rinnegan too but it wouldnt be necessarily as boosted as JJ hagromo (depends on how much chakra he can absorb ),but madara has PS,a power that hagromo hasnt been shown to have , and he can boost it with the remaining IT chakra ,PS >> Rinnegan abilities for the same person , now boost PS with extre chakra and you would realise that 3 Rin Madara's IT enhanced PS>>>>his rinnegan techs ,no way JJ hagromo rinnegan techs would that much stronger than Madara's rinnegan techs ,then add that madara can use PS w/ mouktun clones .

I'm one of the peeps that acknowlede madz, he's my fave, but to be honest he loses to jj hags as well as kaguya, my reason is because hagoromo had the rinnegan waay longer than madz did, he has that sword that would be a wrecking machine with the right weilder, though madara can also use it,and he is like a naruto+sasuke, mostlikely he has ameno,is a wise geezer that's been to all the sage grounds and mostlikely knows all the techs related to senjutsu, plus @the people using the sages statement saying he is approaching his power, that wasn't jj hagoromo, that was hags with 9 bijuus, and jj hags can also unlock rinnesharingan since all one needs is to go closer to the moon, and most of all, hags posses the sun and moon seals which is capable of sealing madz, it would be a high difficulty for hags though, kaguya is on another level, madara can use izanagi though, izanagi is hax af, prolly the haxxest tech, one just imagines stuff and it turns to reality, kishi needed to nerf that tech, but powerwise no contest kaguya is in her own league, owning dimensions and stuff, madz can't really kill her or seal her
