Shisui wasn't even 20 when he died, so he's the clear answer most likely. I have taken Minato and Obito into account, but before the age of 20 Shisui had a nickname hailing him for his Shunshin and the best genjutsu. Imagine if the guy had a brother.

I have a bunch of characters:

1 Shisui was really young but had a huge a$$ reputation.
2 Obito IDK how good he could've been, but he would have become good for sure.
3 Kimmimaro: His clan was powerful and feared, but they all died because they were barbaric and dumb, but clearly he wasn't and I think he could've been really fkin good.
4 Minato IDK how good he was back then, but I do know that there was still room for emprovement and he probably had a couple more of them unknown tricks up his sleeve.
5 Oro once he would have found a new body, he would've kept on getting stronger and stronger
6 Haku
7 Yahiko

Haku imo. One-handed seals, ice release, very smart, insanely good with weapons. With more training and time he would be very strong.

and Minato also has a high ceiling, we know he was a good developer of techniques, having created ftg and rasengan. once he paired his rasengan with his element he would have jumped up in quality to top 3 easily, that was the only thing holding him back really.
