Yes i know that Hozuki Clan's Weakness too(+Huge Raiton attacks are able to paralayzed to target). I know someone show this to against me too but i tried to say, you can not parry big suiton with raiton. Maybe you'll hit your target but you can not parry it, you'll take a damage too. Your raiton based attacks(if you'll use long range attack) just passes through the suiton based attack. And Kisame's jutsus are more stronger than Kakashi's.(in raw power) It's not an answer; Kakashi has elemental advantage. + Kisame has not weakness like Suigetsu.

Anyway even if kakashi can electrocute kisame, he would also be electrocuted. Chances are going by kisame's fighting style the battlefield will be surrounded with water therefore kakashi will also be electrocuted if he tried such a move. Secondly kisame has already faced a raiton user already and won, but more importantly samahada was able to absrob the raiton based attack that bee possessed therefore it could possibly absorb the raiton in the water if kakashi was to try such a move

Under normaly circumstances, Kakashi is faster than Kisame and better in taijutsu and even has sharingan to predict movements and he is also a master in silent kill and feints with kage bunshins. Kisame has more strenght, and much more chakra though. So i think that if the fight occured in a place where there is no water, Kakashi has the edge. Yes Samehada can absorb Kakashi's chakra, but only if Kakashi's jutsu hit Samehada, not if it hits kisame directly. What i mean is that, if Kakashi for example hits Kisame directly through his heart with a raikiri without that Kisame touches Samehada, it's over and Samehada won't have time to heal him.
But since it will never happen, i see Kisame using his water dome at the begin of the fight, and under the water, Kisame is too much at his advantage. By fusing with Samehada, he can detect the ennemy by sensing his chakra, he is also faster when the ennemy is slower and has also difficulties to breath. So more the time run, more Kisame is at his advantage under water. But what people fail to notice is that Kakashi is not forced to fight under the water to begin with. When Kisame was fighting Gai the first time, we can clearly see that they were fighting on top of the water, and it's only cuz Kisame punched Gai so hardly at a moment, that he was forced to go under the water at a moment. On the second fight, it's Gai who deliberately wanted to fight under the water since he was chasing Kisame and wanted to stop him. He had no choice.
So i don't see Kakashi idiot enough to think he could beat Kisame under the water. He will always do his best to go out of this and he can actually do this since he is a water user too. He can do the same jutsu Kisame did to escape Gai and others:

And outside, i think he has all his chance. We have seen that he was even skill enough to outsmart even a sharingan user like Itachi, or a Rinnengan user like Nagato with a kage bunshin, so if for exemple kisame fail to notice and hurt a raiton kage bunshin, he gets paralyse and it gives time for Kakashi to finish him.
Kisame is a bad match-up for Kakashi, because of the fact that Kakashi relies on ninjutsu, that is, chakra. Kisame can absorb that.
However, Kakashi still has Kamui. In terms of speed, Kakashi has more feats than Kisame, so it's not like Kisame can outspeed him, either.
