IMO Hiruzen should either be below the sannin or directly above but I don't think he really splits them apart.They are all effectively the same powerlevel. If you really look at it Tsunade can beat Oro, Oro can beat Jiraiya, and Jiraiya can beat Tsunade. (and Tsunade and Orochimaru both got a bell from Hiruzen when they were administered the bell test as children)
And Tsunade should be on the list before Gai for sure.
Danzo should take Shisui's place I mean he did manage to take an eye.
I would move Madara down below Kabuto but before Itachi.
I would put Hashirama right before Madara.
But Danzo is stronger than Kakashi and Gai so
Then there is also Hiashi Hyuga to consider
So my list would look like
1. Naruto
2. Kabuto
3. Hashirama
4. Madara
5. Itachi
6. Sasuke
7. Minato
8. Orochimaru
9. Jiraiya
10. Tsunade
11. Hiruzen
12. Tobi ( I mean he didn't summon the 9 tails, and even with rinnegan his paths were edos and we have no reason to believe he'd be adept at rinnegan abilities)
13. Tobirama
14. Danzo
15.Maito Gai
16. Kakashi
17. Hiashi Hyuuga (could decide whether he fit here, 15 or 16)
