I mean, you can immortalize worthy kage to watch over the village in times of struggle and despair. A cyclic pattern would govern who is summoned, when. Just like the vampire lords.
The kage would be made to break the jutsu (be just like Madara), but be sealed when their time is up; and obviously unsealed when it is their time.
So, undieing body, unlimited chakra, good judgement, and full control.
If the views of the kage are not reflective on the current views of the village, You simply elect new shinobi to be enlisted in the cycle and disband those who do not see the same way. They will be able to be summoned, but they just aren't going to be, unless they are needed again.
They would also make good teachers.
If you are looking to stop something like this war, you see Edo Chiyo. She will bring back the current Substitute for Rin.
