Who are they supposed to surpass?

Who do you think team hebi, rookie 12+Sai, team Ebisu, and sand siblings are going to surpass.

Team Kakashi:
Naruto: Hashirama
Sai: Deidara/Konan (couldn't decide who's stronger)
Sakura: Tsunade

Team Hebi/Taka:
Sasuke: Madara
Suigetsu: Mangetsu
Karin: Anko, Kushina or Kabuto (not Orochimaru's powers) (she's highly debatable, so any of the three would work)

Team 8:
Hinata: Hiashi
Kiba: Tsume or Asuma
Shino: Shibi or Kabuto (non orochimaru powers)

Team ten:
Ino: Inoichi, Shizune, or Even Mei (if he intends to make her weaker than Sakura, but not too far behind her)
Choji: Choza
Shikamaru: Kakashi or Shikaku (depends on how much effort he puts in)

Team Guy:
Lee: Gai
Neji: Hiashi or Kakashi (hoping Kakashi)
Tenten: Zabuza or asuma

Team ebisu:
Konohamoru: Hiruzen (prime)
Udon: Kabuto (with or without Orochimaru's powers)
Moegi: Shizune (abouts it)

Sand siblings:
Gaara: Killer B
Kankuro: Sasori (already happened, but I can't think of anyone else)
Temari: Baki or Chiyo

Well, Udon has shown to be similar to Kabuto. Maybe he could become Sasuke's lackey. He might surpass beginning of part 2 Kabuto.

Anko isn't that strong, and neither is non Orochi absorbed Kabuto.

Not every character is set up to surpass someone. Some of these really don't make sense. Tenten and Zabuza? WTF?

To be honest I see Hinata's goal to surpass Neji....it was sort of set up during the chunin exams that Neji was the one who stood over Hinata in a way Naruto was under Sasuke. Since she follows that nindo I would imagine she would be determined to do so. I could see them passing Hiashi were they given any screen time, but Hinata's determination is something I always found Neji never expressing.

Other than that everything makes sense except Karin, Ino and team Ebisu....Konohamaru makes sense, but Karin is pretty much st her peak and the other Ebisu members aren't really in any position. Ino at best is around Kurenai.
