or

Rasenshuriken creates countless microscopic wind-blades that damage the body on a cellular level and cannot be repaired by any form of medical ninjutsu

kirin has more power, but Rasenshuriken is more effective.... lightning can be diverted or insulated against, Rasenshuriken damages on the cellular level which basically leaves the target paralyzed and unable to ever use chakra again

almost the same level of technique... but for me i think rasenshuriken is better than kirin... kirin takes to much time and you can only use it in certain weather conditions, if i remember it right. kirin is powerful but rasenshuriken is much better.
