Kushina, in her lifetime should theoretically be the strongest ninja if she could learn the right techniques, she is very much like Naruto so is probably best at grasping things quickly although she doesn't have access to shadow clone jutsu which is the basis of Naruto's power.
Despite that she basically has the greatest chakra reserves of any character ever (except perhaps Mito)
-She had access to ALL of the ninetails chakra (naruto only has half) which means that if she was alive to control it she would have pretty much unlimited chakra
-She's also a FULL Uzumaki (naruto is only half Uzumaki as his dad is a Namikaze) so theoretically she should have a minimum of double the natural chakra reserves of Naruto
-Minato's sensei was Jiraiya, so if she lived past Obito's attack she could of potentially learn't sage mode.
-Uzumaki's are of the Senju lineage and we all know what Senju DNA is worth
So yeah given the opportunity and had she had control of the ninetails how strong would she be?
