1.Tobi(Being able to fight naruto,Bee,Kakashi,Guy at the same time) Even though thats true,he really just has a good defense. put him as 4
2.Naruto(Sage mode,Bijuu Mode, Summoning)Yeah, he stays right there, I forgot about his summoning skills.
3.Killer Bee(Speed,Bijuu mode) I relike ally dont feel like finishing this list......
