I could think of a bunch, but I'd have to say Minato because he didn't add an elemental affinity to the Rasengan and he had plenty more options with his Flying Thunder God technique. Just imagine a Shadow Clone/FTG combination...

Likely that he could have had MS, and POSSIBLY EMS.

Though Itachi says it HAS to be a sibling in order to get EMS.

But I also think Kimimaro would have been an excellent character to develop, I thought he was such a badass. He could have even been low Kage level in his prime with no sickness seeing as Kabuto brought him back due to "fame" and having even directly worked with him to know his abilities, also the fact that he was never successfully sealed. I was hoping to see something fancy from him.

yes there would of been so much things in his arsenal of abilities that we never got to see, i mean he was leader of akatsuki for a reason right ?
also shisui for obvious reasons and minato, he still needed to improve his rasengan and had heaps more potential , also obito , he did unlock his sharingan with 2 tomoe straight off the bat , and look at his sharingans ability now with kamui, he would of been way better then kakashi with it because of his uchiha blood, he had heaps of potential
