Which characters had the most room for improvement?

I think Zaku and Dosu from the Sound Genin would have been pretty good. Zabuza could have been pretty good, idk how good cause his 1 element.

I don't know that Minato could have possibly gotten any stronger. He was already so OP'd. Obito had a lot of potential to fulfill.

What do you mean? Maybe Obito might be a better shout though because of how useless taijutsu has become because of Kishi's power scaling. What about Yagura, he was mizukage at a very young age and was a jinchuriki.
