Water style plot hole

Doesn't anybody remember when the 2nd hokage was mentioned and was praised as a master of water style? That he could use water style ninjutsu without the need of water, he could use it from the atmosphere.

NOWWWW everybody can use water style without water near by.

its how much water he could create, and its not from the atomosphere its from the chakra in his body (not enough water in the atomosphere to even create the smaller water jutsu). Also he could reduce jutsu hand seals that normally require 33 to a single seal (gaint water drill)

Yeah but using water jutsu's without water near by is a feat in itself, now chunnin can do it?

If you make large scale water out of nothing, it's made from chakra. However, Tobirama's was so good, that he was able to pull it from the environment, only needing chakra to mold it. Think of it like Gaara, he can get more sand, but expands more chakra doing so.

no it was stated in part one that he only has his sand in the guard he has on his back and any other sand he uses is made from grinding up the rock under ground and misxing his chakra with it

the hype wasnt that he was the only person who could do water techniques from nowhere, the hype was he needed little to no hand seals and could do jutsu that DID need water sources with little to no water source.

Kisame can, but no one else can use water jutsu on that scale apart from him cuz he steals everyone's chakra and stores it in samehada until he needs it.
He's probably the only one who can use it to that level. Darui's suiton is not that much water, plus he is the raikage's right hand man, he even looks like he has decent chakra reserves, during the war it must have been atleast 20 shinobi's using water style to counter madara's mekkyaku
