I think that he is close to itachi's skill level but itachi is still stronger. However, I think that shisui would give Itachi a run for his money especially if shisui can use that special tyskuyomi power of his (I forget what it is called).

Madara's the strongest Uchiha, except for maybe Izuna, who is just as strong, but his brother was known as the leader of the Uchihas. I think if anybody was to be on Madara's level or anywhere close to it, it would be Kagami. We don't know much about him, but we do know that he was the strongest of the 2nd's group, the group with the 3rd Hokage.

Shisui had Ms before Itachi, and probably help Itachi unlock ms, as Itachi did for Sasuke. I think shisui had great power, but I don't think he was someone capable of utilizing his power to the extent of Sasuke/Itachi or Izuna/Madera. But I do want to know more about him.

I may be wrong, idk. I saw that anime episode awhile ago, but hiruzen was picked because he was willing to sacrifice himself to save the rest of the squad. The 2nd was testing them and Hiruzen passed, not Kagami, because he didn't want to die. and Gaara was made Kazekage at like 15 or 16. Your point?

just no, itachi was regarded as a genuis and a prodigy above everyone.. even in his clan. shisui and him were regarded as the strongest gen jutsu users. so that in fact makes them equal
