Im not sure whether by nagato you mean the paths. Tobi loses to the paths but will defeat edo nagato.

Against the path he cannot absorb them so to speak because he has to solidify and during that time the other paths will attack him. Against nagato, he will get the chance to absorb him because nagato has piss poor speed and reflexes to evade tobi's technique.

Pre-Rinnegan Tobi doesn't have the power to go against Nagato, if he tries to absorb him then he's asking for his doom, because Tobi becomes touchable when he tries to teleport or absorb someone, plus Deva path controls gravity, Shinra Tensei and Bansho Tenin are both gravity moves, which I doubt it wouldn't work on Tobi even if he goes ghost mode.

Well people is overrating Obito for the simple fact that he was “giving” orders, in fact he wasn’t, both Obito and Nagato we’re collaborating and I’m pretty much sure if after they captured all the Bijus if Nagato was allowing Obito plan or bringing back to live Madara… Well about MS Obito lacks at feats and his invulnerable status is not that hard to counter as it was for Minato and Konan. Summary: Unfortunately Obito can’t Kamui a Path without being killed.
