First, he maybe need to get over Sasuke, and get smarter. Being Hokage isnt about fight, it's just many paper-work and protect the village.

Naruto, he may not be the smartest but he is powerful in battle and can come up with clever ways of beating the enemy and if its someone strong attacking the village he could have jounins hold them off till sage mode ativates and own them. Plus he is a good teacher as is shown with konohamaru (sorry for bad spelling) teaching him rasengan.

Oh god, Gai as Hokage... I can just imagine the village-wide training regimen he'd impose-- genin must do 500 laps on one leg around Konoha daily! Go!

Kakashi would probably be the best. Though he doesn't have the power others have it matters more that he has the intelligence, decision-making skills, the patience and calmness to deal with the task of Hokage. Naruto is still reckless and pretty dumb, so I can't imagine the administration mistakes he'd make and the foolish decisions for the village... give him a couple more years. Kakashi would conduct the village best right now (besides, ramen guy is too dangerous).
