Gaara and Naruto were the strongest two in the exams and we saw how that played out, but if Gaara never freaked out it would have been (depending on ordering) Sasuke vs Naruto or Sasuke vs Temari or Naruto vs Temari. Naruto would have come out the winner because he could summon chief toad

I would say Sasuke vs Naruto since if Gaara never lost the plot then my guess is Sasuke would have beaten him he was owning him at the start but I'm just guessing not sure who the winner would be though.

Remember when Hiruzen was explaining the chunin exams, he said there would be judges and it wouldnt actually be a tornament but those who are skilled would be chosen as chunins. So it was possible that everybody could win. Or nobody would win. So, it is not a singular person that would have become chunin. I would say all of them.
