How was Yagura under Genjutsu?

Wasn't he a jinchurriki? How did Tobi mind control him? He should have been able to break out.

I mean unless the tailed beast was unwilling to help him which I find odd since the tailed beasts don't really like Tobi and Yagura was a perfect jinchurriki.

Tobi/Madara could have used a high-level Mangekyo genjutsu, or even Kotoamatsukami.
Yagura might have not had the Three-Tails within him at the time as it was roaming free, making him vulnerable to genjutsu.

Maybe Tobi's genjutsu is just that strong, as he was also able to KILL Konan with a base sharingan genjutsu.

I see two possible sceneraios that would explain this:

1. He wasn't a perfect Jink

2. He went full Biju and that somehow allowed Tobi's genjutsu to affect the Bijju as well

maybe when he defeated him, he extracted the beast somehow without killing him?
