Because Boruto used them in a fight that is suppose to judge a shinobi strength and abilities. Him using that tool made him head and shoulders above everyone else while using abilities he don't have nor have the chakra to pull off.
Ok, but if the exam is designed to test real world situations, hindering a Shinobi for the sake of "fairness" is foolish.
If Boruto would use the device in a real mission, then any exam where he does not use it is an inaccurate reflection of his potential. Perhaps he could only complete a mission with the bracelet. By testing him without the bracelet, he wouldn't be sent on a mission he could have accomplished.

Simply being qualified for the Chunin exams already demonstrates a mastery of the basics. That's the entire point.
Chunin isn't another training rank, it's the ability to go into active duty. The exam is a test to determine if that shinobi is ready to take on real missions of real importance, so my point still stands.

It's a "test". So one has to show his performance within the rules of the test and no one was allowed to use the modified tools like Bortuo used but basic nin tools only. It's really that simple.
Around here we re not allowed to use calculators in exams. You give SAT in USA- I hear it allows basic calculators but are you allowed to use tab for that? Regardless of your answer when you are participating in a tournament or test regardless of the risks, you still have to follow rules given in it. If you use something that was not allowed and prohibited to other participants, it's cheating. There is no way around it.

For chunin exams it makes sense because it was allowed it would stunt their growth and people rely on that than actually training
If kote device was like a gun and made ninjutsu pointless than it would be understandable allowing it but if your a well trained ninja you can beat a kote user and that's the point

Suit yourself but it's really just your opinion versus the opinion of the contest holders and what kind of aptitude they are looking for.
IMO Using modified tools like would be a competition between the scientists fro each countries working on those gadgets. The genin participants will be little more than jockeys in the race course. There maybe good or bad jockeys and they matter but that bet would be made primarily on horses not them.
The only difference between a Kote user and a real Shinobi is chakra usage. Yes, a real Shinobi can beat a device user, but he still has to be more skilled.
Device-using Madara vs Regular Madara still comes out as a tie until Regular Madara runs out of chakra, because the jutsu is exactly the same, and the usage/experience is exactly the same.
If Boruto could use a Tailed Beast Bomb with the device, do you really think any other Genin could defeat him simply because his jutsu wasn't "real?"
