Pretty sure Pain could do it. Maddy's PS too, um JJ Obito JJ MAddy, Kaguya Hagoromo, not sure about Hamura. He was portrayed to be pretty weak.

Madara's PS can't split a moon even if his life depended on it. He's only able to level 6 mountains at best, the moon is the size of like a dwarf planet.

If Ps was able to destroy a moon, then Madara had no business in having difficulty in fighting shinsu senju without the kyubi.

The multiple Byakugan is for a separate thing...the Tenseigan energy vessel. (which was destroyed before Toneri even activated Tenseigan Chakra Mode)
