Honestly I don't think sakura deserve to be number #1 when there are some characters that atleast had the Most NEGATIVE IMPACT of the series.

IMO I definitely think Obito should be earned as a number one spot when he's one of the biggest reason that the series completely collapse.

Secondly, it's Naruto who went from being one of the most sympathetic character who had full of weakness to being a complete flawless who gets everything handed to him thanks to plot conveniences while giving some corny ass speech and everyone else have been brushed aside only to over wank NaruJesus that is always centered around Sasuke.

People like to hate characters like Danzo which is reasonable just cause he was responsible to wipe out the uchiha clan and everything else but atleast in the context of the story, Danzo had a sense of moral and rationality behind his reason which in IMO he was a decent antagonist.

As bad as how horribly written female character Sakura turned out, she doesn't effect the story negatively but only inflicting upon her characterization and development. The thing that separate them is that Sakura only purpose in the story is her love interest with Sasuke and a plot device to support Naruto ambition. Basically Sakura is just too useless to the plot no matter how much screen time she had. There's never any place for her story.

On the contrary Hinata can be the same except that she's a side character, and she rarely had any screen time. Hinata was never much of a big factor of the story to begin with. So even though Hinata shy personality and aspiring Naruto dreams annoy to some people, she's willing to improve her self and trying to live up to the hyuga standard, Hinata had a harsh life even when her father stripped her title. After the Pain arc was the main downfall of Hinata since she ended as a one sided pairing device which led an epic catastrophe mess of how Neji was reduced to fodder for cupid. Overall I would still place Hinata as a better character than Sakura but she is still written poorly but despite that there's not much to hate compare to the rest of them I listed above.
