To be honest, I believe it was more important for Naruto to be able to muster Kurama's Chakra and be able to release more of his chakra overall. By being able to release more chakra, he essentially focuses on one of his strong-points which is his Stamina and it also improves all of his physical stats. Combine that with having control over Kurama's Chakra and it would yield better results than simply learning the Rasengan. Even then, considering it's a jutsu that required Minato three years to create and requires the maximal shape manipulation and Naruto's chakra control was absolute shit at the time, Jiraiya likely believed it wasn't the best route for him.

As for Sage Mode, most individuals failed as it requires a very high level of Chakra Control which Naruto likely wasn't prepared for at the time. If he did have Sage Mode, yeah, he'd absolute shit all over everyone in the Chuunin Exam barring BM Gaara where he'd need Gamabunta to win.

Ah but the facts are Naruto did learn Rasengan in one week,it took Jiraiya months to learn and Minato 3 years to make and it was incomplete and it was Naruto who completed it by adding an element to it. Fact not only did Naruto learn Sage Mode, He surpass Jiraiya by becoming a perfect Sage to Jiraiya's imperfect sage and its set in stone its canon baby.

Naruto was already the best TSM user by the time Kurama was extracted from him, and even then he was only Kage lvl at best. If all Naruto needed to reach Hashirama's lvl was TSM, then there wouldn't have been any point in the plot making absolutely sure Naruto was going to be spend the whole story being a jin of something. Looking at Hashirama's TTH tech definitely tells me nobody was going to be in that neighborhood being a TSM user who isn't a jin.

Naruto Chakra pool was significantly bigger and the jutsu was still being perfected.
