It wouldnt be a stretch for him to have it since Rinnegan is an evolutionary step for Sharingan and Hagaromo is a child growing to be an adult.

Even with the tailed beasts they grew to be stronger. They werent born at full power.

It's an evolutionary step for Indra because he didn't have Hagoromo's full chakra. The Sage only had a Rinnegan and nothing else.
