Kaguya - normal byakugan but experience fight Naruto, Sasuke, Hagoromo and Hamura with it.
Hamura - use Tenseigan and he success seal kaguya
Momoshiki - rely on other power to sustain relying on rinnegan not byakugan.
Kinshiki - stronger than his master
Himawari - neg naruto
Hiashi - clan leader
Hinata - otsutsuki clan call her as byakugan princess
Neji - hinata servant but more prodigious
Hizashi - maybe he is filler akatsuki leader?

I would vote for kaguya but she not having Tenseigan like hamura, hamura hv tenseigan but he is featless, Hinata called by otsutsuki and hamura as byakugan princess should her byakugan power is expected to be superior?

Would say Kaguya since Hinata us never shown with tensei or hamura cloak

Kaguya had no skill with the Byakugan. She simply had raw power.

If you simply mean most proficient in gentle fist style then Hiashi most definitely.

Hinata has the longest range if not equal to Hiashi.

No doubt it'd be Hinata for a good while now due to obvious reasons.

Momoshiki was the strongest who HAD a Byakugan but that shouldn't really count.

Best usage of it goes to Ao and Neji. Kaguya had a cool combo using it that took out Sasuke but Ao was the best.
