Actually the concept is identical, but you cant use substitution for "instant attack" cuz you dont attack with a wood but for escape. and most important -Sasuke ST is overhyped by fanboys so ...

In theory it is almost the same. It can be used as an escape like the substitution jutsu. Only difference is you don't need to see the piece of wood to swap places with it, and the wood doesn't attack which I suppose sets them apart in that respect. I think it is only considered an S/T Jutsu when an attack or capture is immediately followed.

Swapping is one of the things it can do, and that swapping is a lot more versatile and effective than Kawarimi.

It's essentially teleportation though, which has nothing to do with kawarimi. It's like a ranged FTG without the marking.
