The third mastered over a thousand jutsu and was probably the youngest hokage (if I'm correct he was announced right after Tobirama died so it wasn't Naruto??)

Sasuke is an off panel character, and regardless of what you say he nor Naruto can progress separately as Kishi stated.

So basically Kishi didn't want to go into their "new" abilities. It would be Naruto and Sasuke's movie instead of Bolt's.
