The reason why you don't actually see the lightning energy around the sword is because it was canceled out in the physical clash. That is why the energy completely vanishes upon collision. As you can see, when the energy clashes, Sasuke is seen behind it. So its safe to assume the lightning was enveloping the blade, and he moved at such speed that it gave the illusion that his entity was covered in the energy because it was so built up in a wide spread. The reason why the other guy's blade still glows is either because it was strong enough to cancel it, or its a chakra saber similar to Tobirama's Thunder Blade.

Did you ignore what I said ? Special effects, I mentioned DBZ because it's the only anime I can think of which would inspire them to fight that way you know, since Naruto is inspired by DBZ.
