I agree, kisame is above him. But this is not like DBZ, the weaker one can win if he uses his abilities well. For example, Nagato is far above war arc kakashi, but does he have any counter to Kakashi's kamui? No, the cripple gets warped away, even if he's a lot stronger.

Here we have a med kage level shinobi against a high kage level shinobi, but there are some things on gaara's side (like the ability to fly).

Kisame being more powerful than gaara =/= Kisame beating gaara

Thing is. Debating isn't about who beats who in strict head to head confrontation just based off of x > y. Nah, Debating is about how you use the knowledge in the Manga, mixed in with a little bit of your own flavoring to convince the judges who would have turned out on top.

A Debate is to convince the majority how, and why a character has the ability to win better than your opponent does. So you could put Kiba vs Itachi, and if the better debater has more convincing information, it's likely the one debating for Kiba would win rather than if the one with Itachi didn't.

I agree but here's the proof, water > sand. Sand loses all aspect of motion when soaked with water, in other words Gaara is rendered useless because Kisame can summon more water than he can produce Sand.
