I've always believed Mei to be the strongest female ninja. 2 deadly KKG. The likes of Tsunade and Sakura can't even get near her. Mei is too well rounded in ninjutsu, she can fog up the battlefield with mist and can keep her enemies at bay with long range jutsu. She's too versatile for the likes of Tsuande.

Konan will give Mei a good fight, but honestly, Mei just burns all her paper.

Except that it doesn't. I won't deny that Sakura had her important part in sealing Kaguya (because Kishi decided to maintain the 'imortance' of Team 7 till the very end), but it has nothing to do with 1vs1. There's no Sasuke, no Naruto and no Kakashi guarding Sakura with Susano'o and teleporting with Kamui.
