OT: Well, he's on the same level as Kakashi and i didn't feel like she was any stronger than Kakashi, so...
On the other hand, no intel favours Chiyo a lot more than it does Kabuto. I'd say she's more evasive as well, and she's definitely more overwehlming. I think i'm going with her, high-diff.

DSM Kabuto is a mixture/combination of all final villains in part 1, which makes him an interesting character that can fight along top tiers.

Still, his whole development was interested and dont prefer a "mode" out of "bias"
