Imo:

Hiruzen - Aside from his dangerous combo with Enma (which can be avoided underwater), the rest of his arsenal is ineffective against Kisame and Samehada due its nature.

Tsunade - Similar to Hiruzen, her Taijutsu would be deadly, but she can be avoided and outperformed underwater. Her regeneration would be useless in this case and i don't see Katsuyu being of use either.

Kakashi - Gets completely countered as the relevant part of his arsenal is Ninjutsu.

Im confused as to why people believe hiruzen would lose when he has Large scale raiton??

I think the only one he can beat is kakashi.

Hashirama easily stomps

Tobirama is hypes as the best Suiton user in the manga and has FTG (Sends in edo to win)

Hiruzen has Enma (for protection), shadow clones, and large scale Raiton which will fry kisame (sends in shadow clones to win), worst case

Tsunade is Immortal, so kisame definatley wont be able to kill her with just Suiton, + she has Katsuyu.. Im almost certain that Tsunade has a higher chakra reserve than Kisame which means she can outlast.

Naruto wins with more ease then hashirama (sends in a summon to win)

Nothing stops him from dismembering Kisame unless he becomes super durable in his Kisamehada form...which is something I don't recall.
